Empty means cleaners can reach the floor, cupboards, benches, sinks, showers and normal surfaces without moving personal belongings, food, boxes, rubbish bags or furniture. A few keys or inspection papers are fine; piles of items are not.

When a cleaner has to sort, move or work around belongings, the same apartment needs more labour. It can also stop some areas from being cleaned properly, which creates problems later if an agent checks behind those items.
